- Simmer ketchup and Worcestershire for 3 minutes until thickened. Combine beef, breadcrumbs, onion, garlic, eggs, salt, and reduced mixture. Mix gently and chill 5 minutes.
- Microwave tater tots for 3 minutes, pat dry, and toss with cornstarch.
- Press meat mixture into baking dish, top with tater tots, and dust lightly with more cornstarch.
- Bake at 375°F for 45 minutes until meat reaches 160°F and tots are crisp. Add cheese and bake 15 minutes more. Rest 10 minutes before slicing.
- Serve warm with chives and hot honey if desired.
