- Brown beef in olive oil until seared on all sides.
- Add onion, garlic, celery, and carrots and sauté until softened.
- Add beef broth, tomatoes, herbs, and bay leaves. Bring to a boil.
- Reduce heat and simmer until beef is tender.
- Add potatoes and green beans and simmer until vegetables are tender.
- Season to taste and remove bay leaves before serving.
