- Preheat oven to 375°F and steam or boil cauliflower until just tender.
- Melt butter, stir in flour, and cook briefly to form a roux.
- Whisk in milk and cook until thickened.
- Season sauce and stir in 1 1/2 cups cheese until smooth.
- Place cauliflower in baking dish, pour sauce over, and top with remaining cheese.
- Bake uncovered until bubbly and lightly golden.
