- Cook sausage in skillet until browned. Sprinkle flour and stir to coat. Slowly add milk, stir until thickened. Season with salt, pepper, and garlic powder.
- Whisk eggs, milk, salt, and pepper. Melt butter in skillet, pour in eggs and cook gently until soft scrambled.
- Preheat oven to 375°F and grease a 9x13-inch dish. Lay tortillas flat, fill with eggs, potatoes, cheese, and green onions. Roll tightly and place seam-side down.
- Pour warm sausage gravy over enchiladas and sprinkle additional cheese if desired.
- Cover with foil and bake 15 minutes. Remove foil and bake another 5-10 minutes until top is golden and bubbly.
- Cool slightly and serve with extra green onions, sour cream, or hot sauce.
