- Line an 8x8-inch pan with parchment paper.
- Melt white chocolate chips, condensed milk, and butter over low heat, stirring until smooth.
- Remove from heat and stir in vanilla extract.
- Pour fudge mixture into the prepared pan and spread evenly.
- Melt caramels with heavy cream over low heat until smooth.
- Pour caramel over fudge and gently swirl with a knife.
- Sprinkle lightly with sea salt if desired and refrigerate for at least 2 hours until set.
