- Preheat oven to 375°F and grease a baking dish. Cook cauliflower until just tender.
- Melt butter in a saucepan. Stir in flour and cook briefly.
- Whisk in milk and cook until thickened. Season with garlic powder, paprika, salt, and pepper.
- Stir in most of the cheese until melted and smooth.
- Combine cauliflower with sauce in baking dish. Top with remaining cheese.
- Bake 25–30 minutes until bubbly and golden. Rest briefly before serving.
