- Preheat the oven to 375°F and grease a 9x13-inch baking dish.
- Melt butter in a saucepan over medium heat. Stir in flour and cook for 1 minute.
- Gradually whisk in milk and cook until thickened. Stir in garlic, salt, and pepper.
- Remove from heat and stir in cheddar cheese until melted, then mix in sour cream.
- Fold in thawed, dried hash browns and spread mixture into prepared dish.
- Cover and bake for 30 minutes. Uncover and bake an additional 20 minutes until golden.
