- Cook bacon in a large pot until crisp. Remove bacon and reserve fat, or heat butter or oil.
- Add onions and cabbage to pot and cook until slightly softened.
- Pour in broth, season, cover, and simmer until cabbage is tender.
- Mix flour, baking powder, eggs, milk, salt, and pepper into a soft dough.
- Drop spoonfuls of dumpling dough on top of cabbage, cover, and steam 15 minutes.
